Kapi‘olani Community College will receive an additional $1.7 million through the third wave of funding provided through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The U.S. Department of Education is the federal agency responsible for administering the Higher Education Emergency Relief Fund providing $13.95 billion in emergency financial assistance to institutions of higher education.
The third wave of funds will be provided through the Title III Part A Strengthening Institutions Program to eligible institutions in FY2020. The College received its designation as a Title III eligible institution to qualify for these additional funds under the Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI) and Alaska Native, Native Hawaiian (ANNH) programs. The College’s allocation comprises of two awards under Title III Part A based on USDOE’s Methodology for Calculating Allocations for CARES Act third wave funding:
- $1,692,083 for ANNH designation
- $8,323 for AANAPISI designation
The USDOE encourages recipients to consider using the awards to expand remote learning programs and build IT capacity to ensure that learning can continue for students during the Nation’s recovery from the coronavirus pandemic and strengthen its position to support continued leaning in the future. The third wave of funding are subject to different federal requirements than the first and second waves of CARES Act funding. The third wave of funding may be used for the following:
- Lost revenue (new category covered under third wave only)
- Reimbursement for expenses already incurred (on or after 3/13/2020, President’s Declaration of a National Emergency)
- Technology costs associated with the transition to distance education
- Faculty and staff training
- Payroll (new category covered under third wave)
- Additional emergency assistance to students based on CARES Act criteria; requires eligibility under Title IV of the Higher Education Act
The Shared Services Center will continue to provide updates on the federal guidelines for these funds – please stay tuned for official updates on the University’s decision on how the CARES act funds will be invested.
The University of Hawai‘i ten campuses with ANNH and AANAPISI designation will receive federal assistance from the Higher Education Emergency Relief Fund under the Minority Serving Institutions Program allocation. The total federal appropriation for institutions of higher education in the State of Hawai‘i is approximately $22 million.

Private institutions of higher education with ANNH and AANAPISI designation will receive federal assistance from the Higher Education Emergency Relief Fund under the Minority Serving Institutions Program allocation.
